"Really, how do seeds “know” when to sprout in the Spring and to go dormant in the Winter?"

Growth inhibitors are broken down from cold temperatures and/or soaked out when sufficient moisture is present. Seeds won't grow until this substance is removed. It's the same with nuts, and is why seeds and nuts are soaked before sprouting. For eating the healthiest nuts & seeds it's best to first soak them to get rid of the growth inhibiting toxins.
